Visas for Hong Kong.

Could you give me discretion to grant visas for Hong Kong without referring them first to you? My reason for making this request is that United States service and official personnel here are constantly requiring visas for the colonies, and that if they all have to be referred this will cause a good deal of inconvenience to all and moreover possibly lead to misunderstanding regarding present position in Hong Kong.

2. I should therefore be very grateful if you could see your way to treating Japan exceptionally as regards this visa requirement.
