but no more than that. It could probably be argued that the phrase "Chinese officials and people" is limited to officials and people having some legitimate interest in Kowloon Walled City, either because they are residents or because they have some business there. Moreover, the words "as heretofore" show clearly that paragraph 2 of the
Convention cannot be relied upon as giving a general right for refugees to flood along the road from Hsin-an.
5. We are of course fully aware of the importance of finding a way round this provision of the Convention, and we should be most glad to consider any further observations you may have to make on the subject. In the meantime we assume that no reply will be given to Mr. Kwok by the Colonial authorities, and we propose similarly to ignore the Chinese
Ambassador's Note on the same subject of the
(64) 6th December, of which you have already had a
copy.
