As you know, there is no British Consulate in Hainan, and in these circumstances the Hong Kong Government will presumably issue to applicants in Hainan some sort of special landing permit which will cut out the need for a visa to be affixed to a passport or other form of Nationalist identity document.
I imagine you will wish to advise the Governor of Hong Kong by telegram, and if you are doing so I should be grateful if you will kindly arrange for the telegram to be repeated to Tamsui and Nanking.
