Sir,
From Commissioner of Public Safety
To: H. M. Consul-General, Canton,
Dated 15th October, 1935.
I have the honour to refer to your letter of the 2nd July
in regard to the question of passport visas for British subjects
born or resident in Hong Kong. I sent you a reply, and at the same
time submitted the matter to the Ministry for Foreign Affairs for
instructions, as is on record.
I am now in receipt of an order No. 9344 from the Ministry
briefly stating:
"In view of the fact that Chinese travelling to Hong Kong
do not require passports, on the basis of reciprocity all
British subjects travelling to China from Hong Kong are
exempted from inspection of passport visas. This is
restricted to those whose passports contain the two en-
dorsements "born in Hong Kong" and/or "resident in Hong
Kong". If these two endorsements are lacking, even if
the traveller comes to China from Hong Kong, but has not
had visa, he will be required to pay the visa fee and have
the visa made."
In view of this order, I am duty bound to comply with same.
I have the honour to write you as above for your reference.
Ho Luk
Commissioner, Bureau of Public Safety.
