It will be appreciated that extersion of the Treaty to Singapore is, in this connection, tanta nt to its extension to the Federation.

Sondly, it seems doubtful whether such "automati extension" as was envisaged ir para 2 f your Malayan Union Despatch No. 127 of leth June, 1940, can be applied to the Federation of Malaya

inc the territories comprising the Federatior are net Protectorates and save in the case of the Let clements of Penang and Lalacca are not overseas

territories of His Majesty.
