After I had minuted as above, I had a word on this subject with Mr. Macdougall, Colonial Secretary Hong Kong. He said that he had himself been doubtful whether the terms offered for renewal of these leases were not much too generous, but like me had been persuaded by the need for encouragement of quick rehabilitation. I told him that we were taking up the point about any extension of the twelve month period and he said that he himself was personally of the opinion that any extension should probably be refused.
