I wrote to you (my letter 3.12.48) telling you of my intention to produce a Law Officers Ordinance. In reply (dated the 20/12/48) you were good enough to provide me with certain models for such an Ordinance. These have proved most helpful and I now attach a copy of a Bill which I am proposing for introduction into Legislative Council. I am so proposing contemporaneously with this letter but do not expect, in the present pressure of other matters of greater urgency, that the Bill will get to Legislative Council in the very near future. if you do not like the Bill in whole or part we can think again.
Thus,
As you will appreciate, the Bill in addition to being necessary to eradicate existing confusion vis-a-vis Attorney General and Crown Solicitor and the rights and duties of Legal Officers generally, is designed to complete legislatively the re-organisation, now effective and working well as to which last year, you saw the Governor's despatch No.34 dated 6th May, 1948 and my letter to you (21st April, 1948) and in regard to which we had discussion when I was at home last year.
