I have written it to supplement the formal request for the filling of our vacancies in Hong Kong, so as to make known to you my very real anxiety, which I know the Chief Justice shares, lest our Judicial and Legal establishment in Hong Kong fall low in quantity and quality, having regard to the big demands upon us, particularly, in present times.
