The Committee's wide terms of reference allowed it to consider the whole range of industrial relations. In oach of its five reports the Committee made valuable recommendations, among which were proposals for the establish- ment in each industry of an organisation representative of employers and workpeople to have as its cbject the regular consideration of matters affecting the progress and well being of the trade from the point of view of those engaged in it, so far as this is consistent with the general interest of the community. These proposals which emphasise the community of interests of all engaged in an industry, gave the "hitley" scheme a definite place in the history of industrial rolations.

Other recommendations made by the Committee on the subject of concilia- tion and arbitration eventually received legislative approval in the Industrial Courts Act, 1919.

Fart I of the Report reviews the circumstances existing in October, 1916, the time of the appointment of the Committee on Relations between Employers and Employed (the Whitley" Committee), and considers in detail each of the five reports of that Committee.

Part II reviews the general progress which had been made during the period 1917-1922 in the establishment of Whitley Councils, and in particular deals with the establishment of such Councils for Municipal Authorities and Public Utility Services, the Civil Service, and Government Industrial.-- Establishments.

In Part III of the Report is described the work of the Councils during the period covered under a number of gencral headings, as well as the probable causes of breakdown of certain councils.

Appended to the Report are copies of suggestions prepared by the Ministry of Labour and National Service regarding the constitution and functions of National and District Joint Industrial Councils and of Works Committees.
