(ii) To remove any possibility of doubt Rehabilitation Allowance is not

Bonus and Typhoon Bonus.
10. Commencement of
New Conditions of Service:
The new conditions of service are to be effective from 1st August,
1946. (In accordance with the usual practice no strike pay to be
paid).
1.
Remarks.
We fully accept the Government policy as announced in the Press on the
26th May, 1946 that where the basic wage rates as set out in C.A.A.Circular
No.67 are applicable "the present time of fluctuating prices and changing
conditions is inopportune for revising the basic wage rates, and that any
rise or fall in the cost of living is best met by adjustment of the
rehabilitation allowance, which was, in fact, designed for this very
purpose."
2. As regards employees other than conxswains and engineers, the revised
pay is in accordance with the scales of the utility companies now in force,
the employees being re-graded in such a way as we consider reasonable.
3. As regards the comxswains and engineers, we consider that by reason
of their special responsibilities and duties, neither the existing grades
set out in C.A.A. Circular No.67, nor the scales of the utility companies,
can be made applicable to them and we have emphasised their distinctive position, both by revising their basic pay and allotting to them the Ferry
Passenger Carrying Allowance. This is not intended to create any precedent for any type of employees other than coxswains and engineers of passenger
carrying ferry boats.
IN WITNESS whereof we have hereunto set out hand this 2nd day of September,]
1946.
