R. O. Hall, Bishop of Hong Kong has asked me to send you a copy of his letter to the D. of E. of April 27th. It seems that there is some reversal of Rowell's acquiescence to proposals made here in London. But I leave you to deal with Rowell and I shall be ready to be called in if necessary.
