Your letter of 22nd September.
Grateful if you would inform Bishop in reply to his letter of 12th September that I prefer not to intervene as it was agreed at meeting held in Colonial office in September 1948 that the points at issue should be subject of further local discussion. On two of the three points then raised agreement has been most satisfactorily reached. On the third you undertook to try within framework of the code to find means of altering Clause 37 so as not to limit emount of "subscriptions" collected, taking into account the Bishop's readiness to accept some reduction in grant. I hope that agreement on this may yet be secureĈ,

For your own information my view is that Bishop could hardly agree to pruposal that subscriptions beyond 50% of tuition fees should be offaet by pro tanto reduction in grant, as this would seem to render concession valueless. If acceptable methods of reducing grant cannot be devised, have you considered stipulating instead that the first call on the additional subscription collected should be to provide a specific increase in the percentage of free or reduced fee ploces ? Ends.
