EXTRACT FROM CONFIDENTIAL LETTER FROM THOMAS ROWELL
MR. C.W.M. COX dated 28th DECEMBER, 1949
I have almost reached a solution with the Bishop on the Grant Code. I have offered, and he has accepted, the withdrawal of clause 37 and the proposed 37A and substituted a new clause 37 which
(a) does not limit extras or subscriptions but,
if the Government's financial officers
consider them too high they may reduce grant by a figure not exceeding 10%.
(b) The other Charges to be paid as an annual block grant to the Managing Committee.
(c) Teachers' salaries and superannuation to be
guaranteed at the present level.
(ā) Accounts to be submitted and Government to
be represented on the Committee.
Unfortunately the Roman Catholics (the new clause cal be accepted by any school) object to "Managing Committee" and this comes up at the next Board of Education meeting on the 6th of January.
