this reason that having agreed to the Roman request for treatment of celibate teachers on their teaching qualifications only, we ask you to consider meeting our particular genius and way of doing things, by an adaptation of the Code such as I have suggested.

You will realise that we are prepared to take less Government money in return for more freedom and we fully anticipate that we shall be able to give more free places over all than the 10% now allowed. There might be some adjustment in some classes in the present charges, but unlikely to be any increase in the present reasonable foos.

There may be some other adjustments to be made some of the 1948-49 grants now estimated may be exceptionally large because of what are in fact still rehabilitation payments
in this case obviously such a proportion would be taken into account in fixing the figure of the Grant and each council will have to make its own agreement on the actual "minus" suggested in paragraph 4 which would be a fair one for that particular school. But I think the rough outline of the proposal is clear and I believe workable, not as a new code but as an adaptation to suit our schools, as apparently the present code suit schools of a more mission and less community type,
