than 10% of the total fees payable at full rates may be allowed as remission of fees.
A
School Managers may, if their other sources of
income are insufficient, be allowed to charge school subscriptions to meet the expenses of school medical inspection, sports, libra- ries, and the half cost of new equipment and buildings to be contributed by the school. Such subscriptions shall not exceed 50% of the ordinary tuition fees and shall be utilized solely for the educational needs of the school at the 'discretion of the School Menagers and not be off-set against annual recurrent expenditure or returned as income es required by the provisions of Part I, Par. 7.

ACCOUNTS.
Each school manager shall render to the Director of Education annually in April a duly audited statement of income and expenditure in a form approved by Government's Financial Officers. This annual statement shall include only the income and expenditure in respect of activities approved for Grant School purposes by the Director of Education.

WITHDRAWAL OR REDUCTION OF GRANTS
The Director of Education shall have power to withdraw or reduce grants. The procedure in such cases shall be as follows
(i) The Director shall, in his annual report, report the
school as inefficient or unnecessary, and state specifically the grounds of his judgment, and the Government shall communicate the report to the Correspondent and give formal warning to him that the grant may be withheld or reduced, if the Director again reports the school as inefficient or unnecessary. The Director, shall, in his next annual report, and after a visit paid with due notice to the school, report whether the school continues to be inefficient or unnecessary, and again state specifically the grounds of his judgment. If this second report continues adverse withdrawal or specified reduction of the Annual Grant shall then become effective after 3 months' notice of such withdrawal or reduction has been given to the
School Manager.
