induced, by inspiration or example, to take a serious interest in the responsibilities of citizenship. The organisation of the Social Welfare Committee and the allocation to it of block funds to spend in its own discretion represents the trend in which in my opinion lies the greatest hope for the well- being of this community. In principle, the Bishop's proposals are in line with that trend and for that reason I am anxious to accord them sympathetic consideration so far as may be possible. They are obviously fraught with difficulties and with some dangers: ne vertheless they warrant detailed consideration. Eefore going farther into the question, however, I would welcome an expression of your views on the broad principles involved, particularly in regard to the prospect of administering what must in effect be, if the Bishop's proposals were approved, two Grant Codes of differing basic principles in one and the same Colony. I am advised that radical modifications of the existing Code would be necessary to permit the operation of the Bishop's proposed scheme.
6. Since both the Director of Education and the Bishop of Hong Kong are at present in England you may consider the subject of this despatch one which could be conveniently and usefully discussed with them by your advisers.
