It was therefore agreed by the Bishop and the Director that they would meet in Hong Kong and discuss adjustments of Clause 3, as it was obviously not the intention of the Director to restrict the management of a school to an individual, and of xi Clause 37 so as not to limit the amount of sub-
scriptions which might be collected. Measures would also be considered to reduce the necessity for seeking the prior approval of the Education Depart- ment for details of a school's expenditure. The Bishop was quite prepared to permit the scrutiny of school accounts as a whole and to suffer a reduction of grant if, in the opinion of Government, the scrutiny disclosed that as a result of there being no limitation in the amount of school subscriptions, the school was receiving too much money. In short, the Bishop was prepared to accept a reduction of grant but not a limitation of the amount of money which he could collect as school subscriptions. Bishop was prepared for a representative of the Education Department to be added to the different Boards of Managers.
