SUBSIDY
CODE.
Introductory.
The Code prescribes regulations in accordance with which Government aids public education and particularly public primary education by means of subsidies to Vernacular Schools approved by the Director of Education.

A vernacular school means one in which the Chinese language is
the principal medium of instruction.

Except in special cases approved by the Director of Education, every school in receipt of a Subsidy shall have an established committee of management which shall appoint a Correspondent who shall be deemed to be the Manager of such school for the purpose of these regulations, and shall be the channel for correspondence with Government concerning matters connected with the subsidy.

Subsidies payable by Government fall under the following headings:-
(i) Recurrent subsidies towards the running costs of schools.
(ii) Capital subsidies towards buildings and equipment.

The Director shall decide what subsidies shall be paid to each school or whether no subsidy shall be paid. In making his decision the Director will be guided by the adequacy of the staff, premises, equipment and curriculum; the standard of instruction, the discipline, organisation, and general character and tone of each school; and by its compliance with these regulations. The school authorities must satisfy the Director that the school is officiently managed and the pupils efficiently taught; that, having regard to the facilities already provided by schools in receipt of subsidy, it is filling a genuine need; and having regard to its constitution, is likely to be able to continue to ronder useful service.

If the
If a school is found to be efficient but in need of greater assistance the Director shall increase the subsidy where necessary. If, however, a school is found to be inefficient or no longer in need of financial assistance the Director shall reduce or withdraw the subsidy, stating specifically the grounds of his judgment. He shall communicate this to the Correspondent and give formal warning to him that the subsidy may be withheld or reduced. Director again finds the school inefficient or the subsidy unnecessary he shall give the Correspondent of the school a month's notice of his intention to reduce or withdraw the subsidy. If a school wishes to withdraw from the Subsidy Code the Correspondent must give a month's notice of his intention to the Director of Education.
There shall be no obligation on the Government to make, continue or renew any subsidy.

No school shall be eligible for a subsidy which is in receipt of a Government grant through the Director of Education under any other Code.

Part I. Recurrent Subsidies.
Recurrent subsidies shall be paid quarterly unless under special arrangement. The amount of the subsidy shall be not less than one half of the estimated difference between the approved expenditure of the school and its income from ordinary tuition school fees.

The approved expenditure may include:
(i) Salaries.
(ii) Rent.
(iii) Other Charges, approved in advance by the Director of Education.
