Education Subsidy Code.

The revised Subsidy Code and the Grant Code as amended in 1948 both provide assistance to Vernacular Schools. The Subsidy Code deals with primary education, but also allows subsidies to be paid for middle school courses and, under certain conditions, for higher standards. To what type of Vernacular School does the Grant Code apply?

Provided however that you are satisfied that two separate Codes are needed and that no confusion arises, I approve the revised Subsidy Code, subject to your consideration of the

Comments are:

in paragraph 4 of my savingram No. 1010 of 8th October, 1948, I suggested the amendment of paragraph 3 of the revised Grant Code; I suggest paragraph 3 of the revised Subsidy Code should be similarly amended:

it might be desirable to reconsider the formula laid down in paragraph 12 under which a part-time teacher might possibly receive a higher salary than a full- time teacher.

the word "approved" might be inserted before "educational purposes" in paragraph 20 (a).

the wording of paragraph 26 does not clearly indicato what is meant by "higher standards". Definitions of the terms "primary course" and "middle school course" used in this paragraph would be helpful.
