Hong Long haters would be gr. teful for clucid:tion on the matter of school fees in Hong kong.
According to paragraph 18 of the minutes of the meeting held on 16th July 1940, you are reported as saying that private schools can charge what fees they like provided that they publish in the Gazette their scale of fees; but in your Memorandum on the Proposal for a Block Grant System in Grant-in-Aid Schools you state in point ♬ against the introduction of any Block Grant System:- "when legislation has just been intro- duced prohibiting privato schools from raising feca without Government permision".
I shall be grateful if you will let me know whɛt the rule is about the sole of fees in private schools.
