Recurrent grants-in-aid shall be estimated in advance for a period of three years
and be paid quarterly in advance. The adjustment of the difference between the
Amated and the actual annual expenditure and income will be made annually at
the end of the 4th quarter.
The approved expenditure may include:
(i) Salaries.
(ii) Passages.
(iii) Rent.

(iv) Other charges.
The cost of teachers' salaries shall be estimated at the rates laid down
in Sections 10-16 of these regulations, or at the rates actually paid by the
schools whichever are less. Provision for the salaries of teachers on leave and
of relief teachers in place of those on leave may also be included,
The salaries of teachers who are graduates of approved British Commonwealth,
European or American Universities or Training Colleges shall be at the rates laid
down for assistant teachers in the Burnham Scale of August 1945. Any such teachers
whose permanent domicile is outside the Far East shall in addition receive a special
Overseas allowance at the following rates per annum:-
£100 for Men; £70 for Women.
Charge Allowances-
Heads of schools shall be entitled to a charge allowance
in addition to the salary allowed by Section 10 of these regulations. Such charge
allowance shall be at the rate of $150 per month for schools of less than 300
pupils and at $200 per month for the remainder.
The salaries of non-European teachers who are graduates in Arts or Science
of approved Universities and have successfully undertaken a course of professional
training in Education shall be according to the scales approved for University
Trained Masters and University Trained Mistresses in Government service.
The salaries of trained Anglo-Chinese Masters and Trained Vernacular
Masters shall be according to the scales approved for such Masters in Government
service.
For the purpose of this section and section 14, "trained" shall mean having
successfully completed the teachers' training course at the Northcote Training
College, the Hong Kong Evening Institute or such other course of professional
