I have just received your letter No. 53923/47 of the 8th of August. I am sorry that there were a few discrepancies in the two lists supplied but they were compiled rapidly in order to catch the outgoing mail, at that time only once per week.

Taking your points in order the answers required are:-
(a) In Monk's case £525 is correct. He does not possess a University
degree.

Miss M.B.Mansfield was not shown on the list as her case made no difference to the financial commitment. Her figures in the general position would be: A. £436; B. £366; C. Nil; 0. £70; T. £436.

(e) In the amendment to Section 10, the increases in the minimum and maximum of the scale were in accordance with paragraphs4 (b) and (c) of the Burnham Report. I attach these paragraphs in case our copy differs from yours. My reading of these paragraphs would seem to indicate that a maximum of five increments could be obtained where the length of time of approved study plus university degree complied with the terms of the two paragraphs. In this connection Goodban's maximm is one increment too high but it does not affect the result and will be adjusted when the time comes.

Taking into account the mistake in Monk's salary the immediate financial commitment in excess of present expenditure is £713 -£45 £668. The maximam exceas dommitment is attacked and amounts to £695, making a total of £668 + £695 - £1,363, when all have reached their maximm. You will note, however, that C.P.Smith (who is responsible for £225 of the further increase) is resigning and I consider your £1,050 to be about £100 below the maxima figure. The remainder of the staff are covered by normal increments and will not be able to reach the old maximum of £600. I would point out, however, that during the past year charge allowance to Heads of schools has been paid and financial provision made in the estimates.
I am glad that you have already gone to Treasury for approval as I am very anxious to get the whole of the Grant Code settled as soon as possible. Very shortly, I fear, the Subsidy Code will have to come up for revision as it is very much out-of-date in respect of the salary scales which bear no relation to present conditions.
