The maximum salary of several European Graduate Mistresses is given as £468 which is four increments above the maximum in the Burnham scale. The most that is allowed by para. 4(b) is three increments.
(f) The total increase shown in the statement enclosed in your letter is £713 per annum. As however some officers are not on their maximum salaries, we presume that the total additional cost is potentially rather larger.

I should be glad to have the answers to the above points at your convenience, but the one that we are particularly interested in is that to (r). The basis on which we put the matter to the Treasury is that the maximum cost of the scheme would not be more than £1050 per annum;
and if this estimate proves to
be on the low side we ought certainly to let the Treasury have revised figures as soon as possible.
