(a)
Unless schools have endowments there will be no other sources of income apart from fees.
(e) Expenditure has to be approved (Section 7 of the Code) and I presume that the Director of Education will exercise the usual supervision which is expected of all Education Departments where grants are concerned. Any fall in income from fees would be subject to scrutiny by the Department.
(f) I know of no method whereby average attendance can be calculated except at the end of a school year, but I agree that the Code should define its terms. Incidentally, the Code is not as precise as I should like it to be. I presume that the Law officers in Hong Kong scrutinized it even if the legal draughtsmen, through pressure of other work, had not been able to phrase it.
