I suggest that as there has been some delay in raising these further points with Mr. Rowell we await Treasury's reply before writing to him again as the Treasury may wish to have information on other points which are not included in draft B.
There will be a meeting of the non-African Sub-Committee of the A.C.5.C. on 17th September when the replies in No. 9 can be placed before them.
I am afraid I personally do not consider that Mr. Rowell has given a very convincing reply on Part I section 19, but in view of the present exceptional circumstances in Hong Kong the Sub- Committee may accept his explanation of why he requires such a large proportion of teachers.
