I am afraid this tiresome question has been overlooked in our recent exceptionally heavy spate of Hong Kong work, mainly in connection with the forthcoming Constitutional changes.

But in any case, I think it is worth putting the proposals to the Treasury now, without waiting until we have succeeded in clearing up the last points of detail, since the modification in the amounts involved is likely to be relatively insignificant. I would therefore propose to write to Mr. Serpell as in draft letter opposite, marked Draft A. Perhaps, after the letter has gone, you would care to write semi-officially to Mr. Rowell, on the lines of the savingram marked Draft B, explaining that we have put the proposals to the Treasury, but that we are still not clear about these individual points, and asking him to clarify them for us.

3. We must then consider putting to the non-African Supply Committee of the A.C.E.C. the replies of the Director of Education, in No.9, to the Sub-Committee's comments in our savingram at No.4. Perhaps you would consider those replies after we have written to the Treasury and to Mr. Rowell. You will see that I have included in my letter to Mr. Serpell Mr. Rowell's reply on the point made in connection with Section 34 of the revised Grant Code. The only matter requiring further consideration is, I think, Mr. Rowell's reply on Part I, Section 19. You will no doubt wish to comment on this before we go back to the Sub-Committee.
