Mr Walton, to whom I showed a copy of my letter to Mir Rowell was unable, in the absence of his files, to give me much information.

The reply of Mr Rowell at (8) may be regarded as satisfactory in that the amounts now given in detail on the sheet showing the salaries of teachers in Grant-Aided schools who should benefit by Overseas and/or harge allowances are more in accordance with the Code regulations and can therefore be explained, if necessary, to the Treasury. But unfortunately the total of £713 is different from the figures given in (5) viz £864 rising to a maximum of £1064.

The names of fresh teachers appear in the new list and Mr Monks, who was given as an example in paragraph 3 of (5) as receiving a total fixed salary of £625 is now shown as drawing £670.

I can only surmise that as the original estimate at (1) was corrected by (5), the present figure of £713 is a further correction.

Unless you can discover an explanation, suggest that Hong Kong be asked whether the increase of £713 shown in the table attached to their savingram 224 of 23rd April 1947 (9) is to be regarded as correcti -ing the figures given in savingram 120 of 14th March 1947 (5) and whether the yearly increase of £713 (if that figure is now to be accepted as the correct estimate; is to be regarded as a fixed amount or whether it is likely to increase; if so, by how much.

When this matter has been disposed of I should like to have the file in order that copies may be made of (9) for the information of the Non- African sub-committee of the A.C.E.C.

We discussed this matter yesterday and agreed that the figure of £713 given in Mr. Rowell's letter at (8) was the minimum additional cost, and that as the salaries of those concerned increase to a maximum, so that additional cost would rise Mr Rowell quotes no figure for the maximum.

The difference between the figure of £713

and £864 quoted at (5), is caused by (a)

subtracting the decreases in some salaries (shown in the right-hand column of the general list enclosed at 8) from the increases, and (b) by the addition of £300 charge allowance for the Local Heads of Schools, £14 increase for Miss Fisher (omitted from the list at (5) since her salary is not above £600), £6 increase for Sister Henri (attention is drawn to this in the draft savingram opposite) and an increase of £70 for Mr. Monks instead of £25 as shown in the list at 5 (this is presumably a mistake and is mentioned in the draft).
