"No school, however, can be compelled to engage a teacher to whom there is an objection on religious grounds".

Here is another curious incidence of discrimination. The previous section lays down that for graduates the scales shall be the same both in Government and Grant Schools but for trained non-graduate Masters the incremental scale is definitely unfair and the maximum of this in Grant Schools is also $2,400 per annum, less than that for teachers who are in no way superior in qualifications or training but happened to be appointed to Government schools. difference which the provisions of this section makes can be well illustrated in the case of two teachers starting on the same day who have completed 15 years ser- vice. The teacher in a Government school attains a salary of $3,400 while his opposite number in the Grant School has reached only $2,412.- It is also relevant to point out that in 28 years a Government school teacher reaches his maximum of $6,000 per annum, while in 25 years the Grant school teacher has reached his Maximum which is only $3,600.-

Here again the same distinction between Grant and Government schools is made although in this case the difference is more marked, in that the incremental rate in Bovernment schools is double that in Grant schools. This means that a Mistress in a Government school reaches the maximum İXXXXÉNYEK FIXED salary of $3,000 per annum in 19 years, while the similarly trained Mistress in a Grant school reaches the maximum of $2,160 per annum in 24 years. It seems to us that these very unfair distinctions defeat the entire purpose of the principles laid down in the Code and we can see no justification whatever for their retention.

No mention is made in the Code of Physical Training Instructors although it is obligatory for Grant-in-Aid schools to give every pupil 80 minutes Physical Training per week. Previously P.T. Instructors were paid a smaller salary than either Anglo-Chinese or Vernacular Masters. Their hours of work were much the same although their training did not take so long. It is proposed in future that they be trained not only in P.T. but will also be given a short course on the principles and method of education together with suitable instruction in Psychology.

The policy has been that all teachers who obtained their certificate at the Northcote Training College should be employed before any other teachers who A situation might might be available. arise when the only available qualified teacher for a Protestant school might be a very militant Roman Catholic or vice-versa.
