Dear Radford,
Since I wrote my letter of 8th December we have received C.in C. F.E.S. 071501/December. A reply should be made to Commander-in-Chief with the least delay, as he may be faced with an operational problem in Hong Kong waters without notice. We are considering the enclosed draft.
