Hong Kong salaries have been revised to post-war level and are higher than those of other Colonial Governments, As cost of living allowances are paid in addition to the revised salaries owing to the high cost of living in the Colony, it is, in my view, dirficult to justify payment
of allowances to officers on leave outside the Colony.
