Dear Palmer,

In continuation of our telephone conversation of yesterday, I write to say that we have received from our people in Hong Kong information that the Hong Kong Government have introduced special temporary allowances for lower paid clerical grades, these allowances ranging from 16 to 40 Hong Kong dollars per month. We are told they have been payable from 1st October 1946.

Our local authorities desire approval to pay the same temporary allowances to our own clerks. Before I can approach the Treasury on this matter, I would like to have all possible details on the subject. You told me over the telephone that you had received information about this concession and I would accordingly be very grateful if you could send on to me all the detailed information you have.
