4. With effect from 1st April, 1947, an officer qualifying

for Scale A, who received rehabilitation and 1941 high cost of living

allowances together totalling less than 75% of his salary, vill receive

the rovised high cost of living allowance. The "critical salary",

above which it is advantageous to draw the revised high cost of living

allowance, on 1st April, 1947, was $139 per month. Because of the

alteration in the rehabilitation allowance, this became $135 per month

on 1st June, 1947.

5. With effect from 1st April, 1947, an officer qualifying for

Scale B, who received rehabilitation and 1941 high cost of living

allowances totalling less than 60% of his salary, will receive the

revised high cost of living allowance. The "critical salary" on

1st April, 1947, for male officers was $174 por month. Because of the

alteration in the rehabilitation allowance this became $169 per month

on 1st June, 1947. For female officers the corresponding figures for

the "critical salary" are $134 and $129 per month respectively.

6. The following notes are added to clarify the nature of the

emoluments on which the high cost of living allowance should be

calculated:-

(a) A pensioner, re-employed on "standard" terms, will draw the allowance appropriate to the total of his unreduced pension and basic salary. A pensioner, re-employed on other terms, will draw high cost of living allowance on his salary exclusive of pension.

(b) With effect from 1st April, 1947, high cost of living

allowance will be computed on the total of basic salary and acting pay, personal pensionable allowances, and allowances analogous to acting pay.

(c) High cost of living allowance is not payable on any other

type of allowance. Where temporary additional allowance is draw it will be reduced by an amount corresponding to the increase arising out of the revised high cost of living allowance. It follows that, if the increase is the same or more than the full amount of the temporary additional allowance, that allowance will cease entirely.

7.

An officer appointed, after the date of publication of this circular, to a grade carrying a temporary additional allowance, will draw the same allowance as an officer of the same salary and status in that grade.

Secretarial Circulars 39, 50, and 83 of 1946 are cancelled.
