Language Study Allowance.
With effect from 1st January, 1947, the rates of language study allowance set out in General Orders will be amended to read as follows:-

The rates of allowance laid down in General Order 127(2) will not be amonded but an officer studying a language under this General Order should apply individually to this office through the head of his department, to have a rate of allowance fixed for him.
3• When permission has been given for an officer to study a language, the Accountant General should be informed of the officer is name, date on which his studies commence, and the General Order under which he proposes to study. The allowance is payable monthly, and should be paid on separate "Other Charges" vouchers (G.F.33) not through the monthly salary sheets. Such claims should be supported by a certificate in the following form:

Returns with this certificate must reach the officer's Ilead of Department by the 5th of the month, and Heads of Departments must inform the Treasury by the 8th of each month, thus enabling the officer to receive language study allowance at the end of the same month when ho would be paying his teacher. If claims are not submitted by these dates, payment of language study allowance may have to be made in arrear.
5. It is the responsibility of heads of departments to ensure that officers take their examinations within the prescribed times.
6. Claims in respect of the differences due under the revised rates indicated in paragraph 1 may now be submitted to the Accountant General. The claims should show the amounts due at the new rates and the amounts actually drawn at the previous rates.
7. Copies of the General Orders on the subject of language study may be obtained from the Chief Clerk, Colonial Secretariat, on application.
8. Civil Affairs Circular 95/46 and Secretariat Routine Circular No.9 of 16th January, 1948, are hereby cancelled.
