OVERTIME ALLOWANCE MONTHLY PAID STAFF.

1. The following revised regulations (for the unavoidable complexities of which I apologise) governing the payment of overtime allowances to monthly

paid staff are effective from 1st January, 1948. In amendment to General

Order 101 will be published in due course.

Although the whole time of public servants is at the service of the

Government, overtime allowances may be paid to certain monthly paid officers,

where, on direct instructions from the hoad of a department and subject to any

administrative regulation to the contrary, those officers have worked for et

least 48 hours in any one week. If a public holiday falls on a full working day, this standard week of 48 hours is reduced by Ĉ hours, if on a Saturday, by 4 hours for the week in which the holiday occurs. The week is regarded as

starting at 8 a.m. on Monday.

3. Work on Sundays and public holidays wherever possible, and if un-

avoidable, should be compensated by time off, If it is absolutely impractic-

ble to grant time off, overtime will be paid.

4. The standard office hours for indoor staff ere from 9 a..m. to 5 p.m. on week days and from 9 .m. to 1 p.m. on Saturdays (i.c. 44 hours per week).

If a holiday should occur on a week day, the standard hours of work for that week should be reduced by 8 hours or, if on Saturday, by 4 hours. Payment will be made only for hours worked in excess of 48 in a week, (or of the appropriate minimun as defined in paragraph 2 when a public holiday occurs during the week) i.e. the first four hours worked in excess of the standard office hours will be unpaid. Time worked on Sundays and public holidays is

reckoned double for making up the four hours difference. The effect is that

an officer who has done no overti e during the week is expected to do only two hours on a Sunday or a public holiday before he qualifies for overtime.

5.

Monthly paid officers in the following categories will not qualify for overtime allowance:

(a) Administrative, professional, senior executive officers, and

technic:.1 officers of a grade equivalent to or above Chief

Health Inspector.
