8. Claims for subsistence and out-of-pocket allowances together with claims for recoverable expenses should be submitted to the Accountant General by the officer as soon as possible after his return to the Colony, and should, in so far as they relate to reimbursement be accompanied by receipted bills or an explanation of their absence.

Where an officer incurs expenditure on subsistence and out-of- pocket expenses in excess of the rates set out in this circular the Accountant General will refer such claims to the Financial Secretary.

9. In addition cost of living allowance is payable in certain circumstances with the permission of the Financial Secretary in accordance with Secretariat Administrative Circular 6 of 9th July, 1947. Authority for payment should be sought before the officer leaves the colony.

Secretariat Administrative Circular 1 of 6th January, 1948, is superseded by this circular.
