Any reinstatement work attributable to unfair or unreasonable use or wear and tear will be carried out by the Botanical and Forestry Department, and the cost will be charged to the Occupier responsible, or if the responsibility of a particular occupier cannot be established, a pro rata charge will be made against all the occupiers concerned.
