Dear Edmonds,
Please refer to your letter of 30th September, 1946 relating to the award of an increased rent allowance to Government servants in Hong Kong.
The revised text of the General Orders by itself gives hardly enough material to judge the merits of this increase and I would be glad if you could let me know (a) the basis for the old rates of rent allowance in Hong Kong; (b) what arrangements exist for rent control; (c) whether the Colonial Office are content to continue in future the rather exceptional arrangements for locally domiciled officers.
