It has not been practicable to continue to restrict rent to 1947 level, and under Section 6 of Landlords and Tenants Ordinance, 1947, (my 53893/47 despatch No. 156 of 6th June), landlords are
increasing rent of residential accommodation by 30% with effect from 1st July.

As a temporary measure, pending ropert of the Salaries Commission, I trust you will approve of the corresponding increase in the scale of allowances approved in your telegram No. 35, aa otherwise these will in future be completely inadequate. Rates of allowances are maximum, and only actual amount paid in rent is refunded.
