Please refer to your letter to Charles of 5th July about increased rent allowances for Hong Kong Government offices. You will appreciate that We are left in the dark as to the reasons why it has
(15) not, in the words of Hong Kong telegram of 23rd June,
"been practicato continue to restrict rents to the 1941 level" or why it has been necessary to increase rents by as much as 30. Since, however, this action has been taken I agree that pending the report of the Salaries Commission rent allowances sent out in the enclosures to the Governor's despatch of (1) 6th August, 1946 should be increased by 30.
I shall, however, be glad of any further informa- tion you can give me on the general subject.
