My staff despatch No. 58, dated the 11th August, 1948: suggested principles of promotion from Assistant or lower grades below the main through scales.

1.

It has been discovered that a "NOT" has been omitted between "and" and "be" in the penultimate line of paragraph 116 on page 45 of the gestetnered copy of the Salaries Commission Report, the final sentence of which paragraph should, therefore, read as follows :

"Promotion to the Engineer grade should be by selection and not be dependent upon a vacancy occurring."

This error is being corrected in the printed version of the Report.

Paragraph 3 of my despatch under reference is, therefore, misleading and the position concerning a fixed establishment of Assistant Engineers and Engineers is the same as that explained in respect of certain other classes of officers. The main sense of the despatch is not otherwise affected.

The error is regretted.
