It is true that in the past, the term

"promotion bar" has implied the existance of a vacancy in the upper grade as stated in paragraph of the Governor's despatch. It has, however, recently been introduced both in West Africa and East Africa to denote the division of a long scale into two segments and posts to which this arrangement applies have a combined establishment, but no fixed establishment over or below the bar. to be the intention in the case of the posts mentioned in No 1 While a 'promotion bar of this natures Virtually the same as an efficiency bar, it is felt that it must serve only to retard the advancement of the mediocre officer more effectively than the efficiency bar, but will provide a means of accelerated advancement for exceptionally able officers. Moreover, as indicated on 33853/40/48 W.A. but Sir C. Jeffries, the functions of promotion bars and efficiency bars are 'distinct, and the function of an efficiency bar is to hold back an officer who is not up to standard; the function of a promotion bar is to enable an officer to be promoted in his turn or in advance of his turn if he is capable of performing the higher duties without having to wait for a vacancy in an establishment of senior posts.

It seems to me that in the case of these particular posts in Hong Kong, the term "promotion bar" or "promotion step" would be famanently suitable, but it should, of course, be stipulated that it does not imply that the number of the posts above the bar is fixed.
