Enclosure III.
MEMORANDUM ON SALARY SCALES FOR SENIOR OFFICERS IN
HONG KONG EDUCATION DEPARTMENT, DATED 14. 2. 48.
ADDENDUM TO PARAGRAPH 6.
33
Those not so qualified academically have nevertheless the professional training and experience essential for their initial appointment as Chief Technical Instructors, (ex Chief Instructors Trade School) and are for a large portion of their time engaged in giving professional instruction in Engineering, Building and Wireless Telegraphy to Students who have already received several years general education from Masters, Education Department, and who in many instances hold the School Certificate before entering on their Technical College Courses.
It is submitted therefore, that should it be considered necessary
to treat these Chief Technical Instructors as non-graduates on a lower scale of pay than Masters, Education Department, it would be more equitable, and would reduce the number of scales, if such Chief Technical Instructors were paid on the same scale as Masters, Education Department, but stopping 2 increments below the maximum unless in possession of a 'graduate' qualification.
Any upward revision of the scales for Masters, Education Department given in the report of the Salaries Commission should be reflected in
the scales for Chief Technical Instructors.
