they may be.

There is thus a disparity between the Education Scale and other Scales which appears to conflict with Par. 32 of the Salaries Commission Report quoted above. This disparity also seems to reflect adversely on the status of the professional qualifications and experience necessary for appointment from overseas, despite the further statements of the Salaries Commission Report (Par. 27) that in addition to essential professional qualifications "Schoolmasters and schoolmistresses will likewise have had teaching experience in a good school at home", and that (Par. 28) "appointments from overseas shall henceforth be in some sense specialist."

These specialist officers appointed from overseas will possibly teach as subject specialists for a few years to gain local experience, and then proceed to special posts such as lecturers in the Northcote Training College, organisers and junior inspectors of Subjects, assistant organisers of adult education, etc. They should eventually rise to senior posts.

It is submitted that, as shown in the Appendix (A)3, the three posts of Senior Master should be abolished and that Masters should continue on the time-scale to a maximum of $1,540 per month. This would help to remove the disparity between the Scale as proposed by the Salaries Commission and the scales proposed for comparable professional Departments, and be in accordance with Par. 32 of the Salaries Commission Report already quoted.

With regard to III(b) the point of entry into the time scale, the initial qualifications, age, and experience required for appointment are not less than those required for surveyors, land surveyors, P.W. D. engineers, and the Royal Observatory staff. It is therefore submitted that the point of entry for Masters appointed from Overseas should be $880 per month as for other similarly qualified professional officers.

Salary of Chief Technical Instructors. Lastly, it is submitted that Chief Technical Instructors who hold qualifications which would entitle them to be paid as graduates under Par. 12 of the Burnham Report for Technical Colleges etc., 1945 should be paid on the same scale as Masters, Education Departments.

The suggestions made may be summarised as under:-

The Director of Education should as the heads of other major Govern- ment Departments be on a salary scale of $2,400 per month.

There should be as in other Departments and as justified by the importance and amount of work in the Education Department,

(a) A Deputy Director of Education on a salary of $2,066 per month. (b) Senior Inspectors or Assistant Directors on a salary of

$2,000 per month.

The time-scale for Masters appointed from overseas should commence at $880 per month and continue to $1,540 per month.

Chief Technical Instructors who would be recognised under the Burnham Scale as having qualifications equivalent to graduates should be on the same time-scale as Masters.

The whole position showing 1. The salaries recommended by the Salaries Commission for other professions, 2. The Salaries recommended by the Salaries Commission for Educational officers, and 3. The salaries which it is submitted would be reasonable for educational officers considering their duties and responsibilities and the salaries in other comparable Government Departments is set out in tabular form in the Appendix (A).
