large development programmes, but to fulfil his functions adequately must also assume responsibilities connected with many non-departmental but nevertheless important educational activities such as the Sino- ritish Club, the Hong Kong Teachers' Association, Social Welfare, Boys' Scouts and Girl Guides etc. It is submitted that the respon- sibilities and importance of the duties of the Director of Education are certainly not less than those of the Heads of the other major departments mentioned, and that the salary scale for the Director of Education should therefore be $2,400 per month and not $2,266 per month as recommended.

This would be in accordance with the General Policy laid down by the Salaries Committee, Par.15, (1) of the Report, and as stated in White Paper Colonial No. 197 of 1946 that :-

"The Salaries of all posts in the public service of a Colony should be determined according to the nature of the work and relative responsibilities

With regard to II Lack of Super-Scale Posts.

It is considered that, as in other major Departments, there should be a post of Deputy Director of Education, who would act for the Director at minor functions and on various committees, and relieve him of some of the other multifarious responsibilities and duties which have increased and are still increasing at such a rate as to make the present position impossible for one man to cope with. It is submitted that the salary of the Deputy Director of Education should be equal to that of Deputy Director of Public Works

$2,066 per month.

In addition it is felt that the two posts of Senior Inspectors of Schools should be Super-Scale Posts. The work performed by the holders of these posts consists not only in inspecting schools, but in respon- sible administration duties, in planning and advising on development schemes, appointment and control of staff, framing departmental estimates and control of expenditure, and in general the duties which would normally be undertaken by specialist Assistant Directors of Education. If, as is envisaged, inspection work is to be carried out more adequately by the appointment of additional Inspectors in the near future, it is reasonable that Senior Inspectors, who will co-ordinate and direct the inspection work, should be upgraded and certainly on a higher scale than that of the Principals whose schools they inspect. It is submitted that their salaries should be equivalent to those of Assistant Directors in the Public Works Department - $2,000 per month.

It is also felt that other super-scale posts on the same salary are warranted for the very important and growing departments of Technical Education and Chinese. The officer in charge of Technical Education under the Director i.e. the Principal of the Technical College, is responsible for advising on policy, framing estimates, specifying equipment and staff in his specialised sphere and as such his duties are equivalent in the main to that of a Senior Inspector of Schools.

The Time-scale for Masters.

The proposed Scale for Masters, Education Department, has a lower maximum on the time-scale than com- parable appointments in other Departments - $1,420 per month as compared with $1,540 per month (See Enclosure A).

It is stated in the Report of the Salaries Commission Par. 32 that "Our terms of reference instruct us to keep in view the desirability of reducing the present diversity of salary scales and conditions of service among the various grades of the public service". Education has been placed in the Professional and Administrative group, and in com- parision with other Departments in this group of comparable background and training, the Education Sole is the only one which has a promotion bar at $1,420 per month, for promotion to Senior Masters. As. there are

at present a fixed number of Senior Masters (3) one of which may be the Specialist Supervisor of Physical Education, it is clear that for many Masters the Scale will end at this promotion bar, no matter how efficient
