4. So far as the "non-graduate" Chief Technical

Instructors are concerned, I do not consider that any

revision of the salary scale recommended by the Salaries

Commission is necessary, and I see no merit in the

proposal that they should be placed on the time-scale for

Masters, stopping two increments short of the maximum, In

the case of the Chief Instructors who possess qualifications

entitling them to be classed as graduates under Appendix IV, I,

pages 21-23 of the Burnham Committee Report on Scales of

Salary for Teachers in Establishments for Further Education,

I am advised that, if it can be maintained that such

qualific ations are not inappropriate to the status of the

post and that they would enable the officer to carry out

his duties with enhanced efficiency, then there may be a case,

to be considered on its merits, for granting the benefit

of the same scale as for Masters. I should be grateful

for your further observations on this point, which you may

wish to indicate in replying to the memorandum under

consideration.
