In West Africa masters in the technical schools and technical instructors are on lower salary scales than education officers, but that is almost certainly due to the fact that their qualifications are of a lower order. Mr. Baldwin will, I think, be able to confirm this.
Before considering the question in Hong Kong is it possible to say precisely what qualifications Chief technical instructors are required to possess and how they compare with those of masters?

They are all on the basic scale of £540 p.a, to £975 p.a. as compared with £600 to £1,155 for masters.
