Extension of present salary scale for Technical

Assistant (Social Hygiene) Medical Department.

There is one post of Technical Assistant (Social Hygiene) which is on the permanent establishment (Head 19 of the current Estimates). The old scale for this post was a very short one of £370 x 15 to £430 per annum. The Salaries Commission recommended a revised scale of $600, 600, 640 x 40 to $800 per month.

In 1939 there was a proposal to alter the

scale for Technical Assistant (Social Hygiene) to bring it into line with that for Radiographers (370 x 15 to £445 x 10 to £575), but this was deferred at that time because it was considered that the Technical Assistant had not been on the maximum of his scale long enough. The matter was to have been raised again in 1941, but owing to the war it was left in abeyance. The revised scale introduced for Radiographers under the Salaries Revision is $640, 640 x 40 to $1,000 per month, with an efficiency bar at $800/$840 per month.

The present Technical Assistant, Mr. A. Steven, qualified as a 1st Class Special Treatment Orderly in the Army before joining Government in 1933, and was a Nursing Orderly before undertaking this special training. His duties include the training of Dressers as Technicians and the supervision of their work in clinics. The duties and responsibilities of his post are approximately equivalent to those of a Radiographer. There is also the consideration that as his duties are of a specialized nature he has no promotion prospects. The Director of Medical Services has represented that the salary scale for Technical Assistant (Social Hygiene) should be extended with effect from 1/1/47 to bring it into line with that for Radiographers. Conditions of Service Committee, to which I referred this matter for advice, has recommended that the scale should be extended from the present maximum of $800 to $960 per month by annual increments of $40 per month, with an efficiency bar between $800 and $840 per month, i.e. that it should have all but the last increment on the Radiographer's scale.

I am in agreement with this recommendation.

It is intended that the post of Technical Assistant (Social Hygiene) should be in future a promotion post for Senior Dressers ($550 $720 per month) and the amended scale ($640 - $960 per month) would be suitable for such officers on promotion.

I should be grateful for your approval to amend the scale for Technical Assistant (Social Hygiene) as proposed, with effect from 1/1/47. The approval of Finance Committee has already been given.
