(the density in some areas exceeding 2,000 persons per acre), the vast influx from China, the squatter problem and the general economic position of the lower classes, our tasks are varied and arduous. The fact that the Colony is so clean, with so little infectious disease, should be sufficient proof of the general efficiency of the Health Inspectors of this Colony.

It is also considered that for the qualifications we are required to possess and the services we perform, the salary scale recommended for our Inspectorate is far below that which we ought to receive.

It is evident, we contend, that our qualifications, status and responsibilities in this Colony were not fully made aware to, or realised by, the Salaries Commission when they reviewed the salary scale for our Inspectorate, other- wise the anomaly which at present exists would not have been created.

We submit that we should, at least, have been placed on the same scale of basic pay as for those posts in other Departments of the Government Service which were considered equivalent to ours before the war.

It is known that it has not been possible to engage Health Inspectors in England for posts in this Colony and this is easily understood in view of the low salary scale offered.

In view of the increase of work in our Department since the re-occupation of the Colony, necessitating a large increase in the Chinese Inspectorate and of the number of manual workers, the additional posts of Senior Inspector offered by His Excellency the Governor are only a belated realisation of what was essential. Indeed, the increase offered still leaves much to be desired when compared with the number of similar posts in other Departments of the Government Service in Hong Kong.

We therefore kindly ask that this appeal be given your favourable consideration and the anomaly removed with retrospective effect as from 1st January, 1947.
