8. I sugjust we should infona the Governor of the recruitment difficulties und of the discussion with the Association last year and ask him to consider the revised scales I have mentioned above.
9. The question then arises whether the revised scales, if adopted, should be introduced with effect from 1.1.47 as requested by the petitioners. I suggest we should as.. for the Governor's view on this point, but, in my opinion, the Hong Kong salaries revision should now be regarded as effective, the revised scales should be introduced from a current date, and the petitioners should benefit only to the extent that any Health Inspectors on sularies below the proposed minimun of $7,200 should have their salaries raised to that minimun.
