Amendment of the salary scale for qualified Midwives to $160 per month x $15 to $310 per month.

The approved scale for Midwives as recommended by the Salaries Commission is $145 per month by $15 to $295 per month with an Efficiancy Bar between $220 and $235, conversions being effected at one increment for each year of service on the old scale. It has been represented that the initial point on the scale for a qualified Midwife should be not less than that for a Probationer Nurse, as the former requires to have passed a qualifying examination whereas the latter does not. The scale for Probationer Nurses is $150, $150, $165, $180 per month.

The report of the Rushcliffe Committee on Nurses' rates of pay in the United Kingdan recommended
that Registered Midwives should start on the same scale as Registered Nurses, and therefore at a higher point than Probationer Nurses. An amendment of this principle to meet local conditions supports the view that there are grounds for altering the present approved scale for Midwives, and, in any event, I am not satisfied that there is sufficient difference between the present maximum for Probationer Midwives, $130 per month, and the present minimum for Registered Midwives, $145 per month.

The Conditions of Service Committee, after considering this matter, has recommended that the scale for qualified Midwives should be altered to $160 per month x $15 to $310 per month, the present scale for Probationer Midwives remaining unchanged. With this recommendation I am in agreement and I should be glad to have your approval of the proposed amendment, in respect of which the approval of Finance Committee has already been obtained.
